Rugal's iconic status has more than earned both him and his son a spot at the King of Fighters 15 table. Though to be perfectly honest, I wouldn't mind having them both even if their movesets are similar. If SNK decide not to go through with Rugal's resurrection, Adelheid is always a good plan B to fall back on. There's nothing that goes up to the real thing, but I think any SNK fan would be overjoyed to see Adelheid come back to the fray as well after his questionable absence from King of Fighters 12 and 13. On that subject, Rugal was in fact so popular that Adelheid was created so they could have an essence of Rugal still in the game - though not nearly as vicious as his father, Adelheid retained a lot of his moveset and obviously looked like a younger version of his father. Given that his two children, Adelheid and Rose Bernstein factored in majorly in the Ash Crimson story arc (the most recent one to be completed in the series), there's even more incentive to have him appear and show his interactions with his previously unknown children. Now that characters have been brought back from the dead, it's all the more reason to have Rugal factor back into the storyline and show his awesome power once more. With move names as vicious as Genocide Cutter, you know this guy didn't come to play and he set the bar exceptionally high for any final bosses to come after him, which is likely why he continues to be brought back whenever there's a non-canon opportunity where SNK can do so. The original big bad of King of Fighters, Rugal Bernstein set the tone back in King of Fighters '94 and even though he's been absent from the series outside of Dream Match iterations and crossovers ever since King of Fighters '95, his presence in the games is ever felt as the originator of the King of Fighters tournament and several characters connected to him continue to be integral parts of the storyline.
